Ilsevet doesn't cast spells so much as unveil them, one hollow mystery at a time. Every one she shows the world costs her something first. She has stopped counting the cost.
A scaling negative-energy bolt at her nearest enemy, and a point of Fatigue banked. No prior resource in this bestiary costs the boss herself something that scales with her OWN actions - every earlier mechanic here is purely reactive to the party.
A small burst of self-damage scaled to her current Fatigue - the literal strain of channelling shadow mysteries, straight out of the class's own fluff.
Her epic spell answers as the Unseen Ward - a real defensive shell and a partial heal - and Fatigue resets to 0.
Scarlet Cave's real ceiling was Mother Bellow at CR15 (round 9); Ilsevet is pitched one notch above at CR16, into 2 of the area's remaining Sparky slots.
She is the bestiary's first Shadowcaster - cloned from darkshadow, the same shadow-race donor round 6 used for its own shadow-flavored boss, which conveniently already carries every HotU epic-spell feat this hak has - all five were confirmed already present on the donor and simply unioned with, not overwritten by, her own new feats.
Real Epic Spell: Mage Armor (id 639/877) - Scarlet Cave already had Dragon Knight (Kessandra Vorn) and Ruin (Mother Bellow); Mage Armor went here, its defensive framing matching a boss whose whole kit is about managing her own risk.
