Combat sequence

Layered on top of the module's own combat AI, which still picks targets and positioning. The fight below moves through real hit-point-gated phases; every save DC and attack bonus computes from the stat block above at runtime.

I

Purloined Spell

Every 3rd round, above 66% hp

Whatever buff the nearest foe is carrying, she steals its shape and answers with her own version of it.

II

Sleight of Hand

Every 4th round, below 66% hp

A vanish, a reappearance beside the weakest foe, and whatever she stole last comes with her.

III

Dragon Knight

Once, below 25% hp

A granted Epic Spell conjures a temporary ally that fights on for eight rounds.

Why these numbers

CR 13 is set against The Outer Tunnels's own real ambient ceiling, not auto-computed from level alone - a genuine Rogue 5 / Wizard 4 / Arcane_Trickster 4 build at 13 total levels.

Hit points (57) follow this project's own average-hit-dice convention, and every save/attack bonus derives from the ability scores above at runtime - nothing here is hardcoded past the phase gates themselves.

How it's wired

Boss-flagged (bypasses the drop-rate roll, two loot-generation passes) and gated to a single spawn - only one Fennick Sly is ever up in The Outer Tunnels at a time.
