Goblin Coast's real ceiling was Thokk Bloodhorn at CR12 (round 9); Rilsa is pitched one notch above at CR13, into the coast's last remaining Sparky slot (enc16 - the area was sitting at 15/16 as of this session).
She is the bestiary's first Duskblade - a real dedicated arcane gish caster (classes.2da SpellCaster=1, its own spell-known/spell-gain tables), a deliberate return to a genuine caster after round 9's all-ability-based Minotaur batch. Cloned from the module's own humanmerc002, an existing Jasperre-AI human donor.
Real Epic Spell: Mummy Dust (id 637/874) - Goblin Coast only had Thokk's Hellball standing so far; Mummy Dust went here instead, reflavored as drowned sailors rather than literal mummies to fit the coast.
